Phoenix police Officer Jeffrey Gordon, son of Phoenix Mayor Phil Gordon, has been suspended from the force for four days for inappropriately touching a female city employee's breasts while on duty.

A report released Friday said Gordon violated an operations order that says, "Employees will not engage in sexual activity or contact at any time while on duty or when off duty at any departmental facility and/or grounds."

Gordon was found to have engaged in unprofessional conduct on Dec. 1, 2010, when he gave another city employee a massage and "inappropriately touched her underneath her clothing." While giving her a massage, the woman told investigators, he reached into her blouse and under her bra to touch her breasts.

During the course of the investigation, it emerged that Gordon had, while on duty in 2007, kissed an apartment complex employee. He had also engaged in consensual sexual contact with an apartment complex employee. That incident was taken into account in determining Gordon's penalty.

Gordon has worked for the department for six years. He had been place on paid administrative leave in January while the department's Professional Standards Bureau conducted its investigation, but recently had returned to duty.
